The Pentagon released a summary of progress in Afghanistan on December 3. It included good news but also contained some bad news. According to the briefing, more Afghan troops are taking responsibility for security along the country’s border, progress is being made on a sensitive issue of women’s rights, and the latest agreement with the Taliban is making a positive impact on the local economy.
These are all positive developments, especially given the recent Taliban claim that the long-awaited peace talks would start in the first quarter of 2014. But they are also a sign of the president’s inability to exert leverage over a conflict he helped to instigate, and one he has by no means resolved.
The briefing reported that the number of Afghan forces now on the border with Pakistan had increased to nearly 62,000 troops, following a four-year effort to improve the country’s security forces. At the same time, however, the report noted a significant increase in the number of Taliban attacks in the country, with casualties rising to a nine-year high.
Afghan officials have long attributed the blame for the security situation in the country to the amount of foreign military assistance the US provides to Afghanistan, but now the American military is being put on the defensive over why it seems unable to make sure the Taliban do not gain the upper hand in the country. According to the Pentagon, Taliban fighters “have achieved military momentum and have asserted themselves as the primary force preventing the security gains” achieved in the past several months.

One form of continuously variable transmission known in the prior art comprises a pulley transmission mechanism which is disposed on a side surface of a fixed base plate and which is inclined with respect to a rotary shaft, and a belt which is laid about a continuous variable pulley and a fixed pulley, and is brought into slidable contact with the rotary shaft.
In such a continuously variable transmission, when the continuously variable pulley is moved in the axial direction, the ratio between the number of revolutions of the continuously variable pulley and the number of revolutions of the rotary shaft is changed, and it is possible to vary the transmission ratio.
In the continuously variable transmission thus constructed, when the continuously variable pulley is moved in the axial direction, the continuously variable pulley may be displaced in the axial direction and be lifted up by the belt, and when it is displaced and lifted, it may be in contact with the belt as well as may not be in contact with the belt.
In this case, the continuously variable pulley is a pulley having an outer diameter which is changed in accordance with the amount of displacement of the continuously variable pulley.
If the continuously variable pulley is lifted up and is displaced in the axial direction and is not in contact with the belt, the weight of the continuously variable pulley is moved up by the belt, and the outer diameter of the continuously variable pulley is gradually reduced.
If the outer diameter of the continuously variable pulley is reduced in this manner, even if the continuously variable pulley is displaced, the displacement of the continuously variable pulley can be absorbed by the belt.
On the other hand, if the continuously variable pulley is lifted up and is in contact with the belt, since the load that the belt receives from the continuously variable pulley is large, the belt may be broken. If the continuously variable pulley is in contact with the belt in this manner, the outer diameter of the continuously variable pulley and the number of revolutions of the continuously variable pulley is reduced.
